What are the rules for Kananaskis country that is what will apply. I've seen others I suspect the answer is yes but one should beware of dangers like coyotes and bears

I have found Moose mountain a difficult one to climb. As far as taking a dog is concerned, I would say yes and no to it. Yes, because it is absolute fun to have your dog with you during a hike; no because of the coyotes and bears. If your dog is absolutely manageable, I think it would be worth taking the risk.
